The James Bay and Northern Québec Agreement (JBNQA) was signed in 1975. The signature of this agreement marked the beginning of major developments in the Native communities of Northern Québec, including those of the Inuit.

The Kativik Environmental Advisory Committee (KEAC) was created pursuant to Section 23 of the JBNQA. The KEAC initiated its activities in 1980, with its first meeting taking place in Kuujjuaq on January 30 of that year.
