"Grey zone" projects

Section 23 of the JBNQA provides that grey zone projects be screened by either the Kativik Environmental Quality Commission or the Environmental and Social Impact Review Panel to determine whether or not an impact assessment is required.

All developments not subject to paragraph 23.3.12 or 23.3.13 shall be screened by the KEQC for a determination as to whether or not they shall be subject to the assessment and review process. In this regard, the decision of the KEQC is final, subject to paragraph 23.3.24.
